Israel Tax Authority Reshuffles Senior Team: New Heads for VAT and Collection
Netta Sabach now heads the Israel Tax Authority's VAT division, and Yaron Ben Naim takes over collection enforcement, as part of a rotation in the authority's management.

Updates
Governance
The Israel Tax Authority has rotated several senior managers. Netta Sabach has moved to lead the VAT division, and Yaron Ben Naim replaces her as deputy director for collection enforcement.
Sabach takes over VAT
Sabach has been deputy director of the VAT division since June 2026. Her remit covers:
VAT assessment and audit, including the Israel Invoice System and its control unit
The regional VAT offices
The VAT liaison unit with the Palestinian Authority
VAT refunds and diplomatic refunds
Opening files and VAT classification
VAT and detailed reporting
Six years in collection
Sabach, who has more than 30 years at the Tax Authority, led collection enforcement for about six years, through the COVID-19 crisis and the Swords of Iron war. Over that time, tax revenue passed NIS 500 billion for the first time. Her projects included payment-arrangement systems, automated lifting of liens with public notice, and rules for taxing income from decentralized cryptocurrencies.
Ben Naim steps in
Tax Authority Director Shai Aharonovich announced that Yaron Ben Naim won the tender for collection enforcement. He has worked at the authority for about 30 years and spent the past five and a half years running the national collection enforcement unit. Earlier, he set up the national unit that handles assessments by correspondence and used data-matching tools to identify tax evaders. During the war he managed direct compensation in the Southern District, including claims for cars damaged at the Nova festival, and cut processing times.
What it means for importers
VAT on imports is collected at customs, and the VAT division also oversees refunds and the Israel Invoice System. Importers and businesses should follow any new guidance from the division under its new management, especially on invoicing and refund procedures.
